Building Department

The Building Department perform inspections of commercial and residential properties for compliance with ADA, Fair Housing Guidelines, county ordinances and building codes, and to review and approve plans for new construction. The department also administers and enforces the Virginia Uniform Statewide Building Code and the Property Maintenance codes to ensure the safety and welfare of residents.

Building Permit Process

To obtain a building permit:
1. Obtain a well/septic permit from the Health Department.

2. Bring a copy of your well/septic permit and your land plat to the Planning Department to apply for a Land Disturbance/Zoning Permit

3. Once the Land Distrubance/Zoning Permit is obtained, complete the Building Permit Application and submit two (2) sets of building plans with truss specifications to the Building Department.

4. The Building Official will then review the building plans for code compliance and stamp them approved if all is correct. Note: This review process takes time, so please dont expect to receive your permit the same day you apply.

5. Once the plans are reviewed and approved you will submit payment for the building permit. Payment will not be accepted until the plans are approved.

6. Once payment is received, your permit will be issued.

7. Separate permits are required for Electrical, Plumbing and Mechanical work.

Certificates of Occupancy

A Certificate of Occupancy is issued when the structure has passed the final inspection. Once the Certificate of Occupancy is issued, it will be mailed to the address indicated on the building permit unless otherwise noted; or you may pick up the certificate at the office during regular operating hours. Certificates of Occupancy are not faxed under any circumstances.

Inspections

Inspection Request Line: (804) 769-4969
To schedule an inspection, the follow information is needed: Permit Number, Owner Name, Contractor Name, Tax Map Number, Location, and Type of Inspection. The lack of this information may constitute a delay in inspection or no inspection at all.

Inspection requests are taken until 4 p.m. for the following day unless circumstances warrant a delay.

Inspections at various stages of work are required by the Building Department, under the provisions of the Virginia Uniform Statewide Building Code (USBC). The required inspections for buildings are listed below. This list of inspections is the minimum inspections required for a new dwelling. Commercial projects or special conditions on residential projects may require inspections not on the list below.

REQUIRED INSPECTIONS

1. Footing: Required after strip and pier footings have been excavated forms and grade stakes have been installed and before concrete has been poured.

2. Projection: Required anytime after first row of block has been laid including piers but before walls are backfilled.

3. Slab: Required after base gravel and vapor barrier has been installed (insulation if required).

4. Ground work: Required for slabs with plumbing, piping pressure test of 80 psi on all water lines sewer/septic lines must be filled with water along with a 10 ft. head to verity there are no leaks piping must be exposed for inspection.

5. Foundation: Required when all masonry is completed but before any floor joist or mud sills are installed. Anchors, vents and brick veneer wall ties )if required) must be installed

6. Basements: An additional inspection is required for basement walls to verity drain tile and water proofing.

7. Veneer: Required after all sheathing, windows and doors, have been completely indstalled but before siding. All windows and doors must be installed per manufactures instructions. All ext. flashing installed. Roof must be min papered shingles may or may not be installed, proof of ice shield is required. Starting May 1, 2009 House wrap will be required and must be installed at time of veneer inspection.

In King William Count all rough in inspections must be completed and inspected at the same time.

Rough in inspections are as followed:

1. Plumbing: When all drain, waste, vent and water distribution piping has been installed. Drain, waste and vent lines shall be filled with water or provide min 5psi positive air pressure. Water piping shall be provided with either working water pressure or min 80 PSI pressure at time of inspection.

2. Mechanical: Required after duct work, boots, returns,refrigerant lines and condensate lines are installed.

3. Rough Interior Gas: Required after all gas lines have been installed. Min 15 PSI pressure test is required on all lines.

4. Pre-fab gas: Tequied when gas unit is set, but before inclosing, manufactures installation insructions must be on site for inspection.

5. Tank Gas: Required after placement of the tank but before connection or backfilling (if in ground tank).

6. Framing: Required after all framing has been complete and roofing/shingles have been installed.

7. Electrical: Required after all wires and boxes nave been installed. All grounds must be connected and metal boxes must be grounded. All smoke alarms should be wired and labeled (S) for smoke.

8. Current: When Meter & SE cable has been set and 1-GFCI protected 20amp receptacle & breaker for temporary current has been installed.

9. Insulation: After all rough in inspections have been completed before drywall. Accessible ceiling and floor areas maybe insulated by final inspection.

These inspections may be done at anytime during construction but before the Final Inspection.

1. Throat: Required when the firebox is completed just before setting of the first flue liner.

2. Water: Required when waterline has been installed in trench and before back fill.

3. Septic: Required when septic/sewer line has been connected and before back fill.

Final : Required after drywall has been finished all fixtures have been installed all trades have been completed but before any furniture or personal belongings are installed. Certificate of Termite treatment is required at or before Final Inspection.

C.O. : Certificate of Occupancy, is issued once the Final Inspection, Health Dept, Zoning and any other county or state offices has been approved and finalalized.

NOTE: The original set of county approved plans are required at time of inspection for review by the Building Inspector.

NOTE: This is a list of the min Inspections for a residential dwelling. Depending upon special conditions on the residential project added inspections could be required.
